Pinellas Park has no Gulf frontage at all — it sits inland, wedged between St. Petersburg, Largo, Clearwater and Seminole. That spares it storm surge, but the city has a documented flooding history anyway, caused by low elevation between two large bodies of water and flat topography. It is a useful reminder that in Pinellas, being away from the beach is not the same as being dry.
A 1970s city
The housing here peaked sharply in the 1970s, with a strong 1980s wave behind it and a meaningful 1950s and 60s base in the older section. Those 1970s homes are now around fifty years old — built before Florida had a meaningful energy code, insulated to a standard that has since been overtaken twice, and settling the whole time.
Cross Bayou, the city’s largest area at around thirteen square miles, is 61 percent single-family detached and nearly 18 percent mobile homes. Elsewhere, Bonnie Bay is 1970s and 80s single-family with no mobile homes and high owner-occupancy. That split matters, because a block house and a manufactured home need completely different work — the first is an attic job, the second is usually a belly and duct job underneath.
The Department of Energy recommends R-49 to R-60 for an uninsulated attic in this climate zone. Almost nothing built here in the 1970s comes close, and that gap is measurable on your bill every month from March to November.
Duke Energy rebates
Pinellas County is Duke Energy Florida territory, and Duke pays considerably better than the utilities inland. It also pays on windows, which most Florida utilities do not.
- Attic insulation: up to $800, applied as an instant credit on the contractor’s invoice rather than a rebate you claim afterwards.
- Energy-efficient windows: up to $800. The glazing has to meet a hot-climate specification, and the rebate applies to east, west and south-facing windows — not north-facing, and not sliding glass doors or French doors.
- Duct test and repair: up to $450, also instant.
- Heat pump water heater: up to $800. Total programme value runs to roughly $3,800.
The order matters and it is where people lose the money. You must complete a free Home Energy Check — online, by phone or as a full in-home visit — and receive a qualifying recommendation before the work starts. You then have 24 months to complete it, and the installer has to be a Duke-approved contractor. Renters are eligible too. Duke completed 2,820 of these checks in Pinellas County in 2025, so it is a well-used programme, not a technicality.
The attic rebate is tiered by how bad your existing insulation is, with the target being R-38 — which is also what the building code prescribes for new construction in this climate zone. If your attic already measures well, you will not qualify, and we would rather tell you that at the estimate than after.
Inland, and still flooding
Pinellas Park’s flooding problem is structural rather than coastal — low ground between Tampa Bay and the Gulf, and almost no fall to drain it. Drainage infrastructure has improved things, but the underlying geography has not changed.
The 2024 season proved the point twice. Helene drove record surge into the coastal parts of the county — more than 18,500 structures across Pinellas and Hillsborough took major damage, and twelve people drowned in Pinellas. Milton, two weeks later, dropped nearly nineteen inches of rain on neighbouring St. Petersburg with over five inches in a single hour, and produced sustained 92 mph winds across the county.
Water that arrives as rainfall rather than surge ruins insulation just as thoroughly. Saturated fibreglass and cellulose compact, lose their R-value permanently and hold moisture against framing, and with overnight lows in the mid-70s for four months a closed cavity will not dry on its own. The EPA’s guidance is that porous materials wet for more than 48 hours generally have to be discarded. If your home took water and the insulation stayed in, it is still a problem.
Pinellas County applies a 49 percent rule on repairs — reach 49 percent of the structure’s value and the home must be brought up to current floodplain code. Worth establishing before work starts, not after.
